The Cook County College Teachers Union, Local 1600, represents over 5,000 members in 23 chapters in Cook County. We represent faculty members, professional employees, classified employees, retirees and adjuncts within our local. Since 1965, we have had experience protecting members under the labor law and grievance procedure. In many collective bargaining contracts we negotiate, we have enhanced the professional status, pay and working conditions of our members.

Mr. Palencia actively engages in union‑related initiatives that strengthen the voice of faculty and professional employees, expand professional development pathways, and promote transparent and ethical institutional policies. His leadership reflects a deep belief in the role of organized labor as a catalyst for educational justice, workplace dignity, and improved student outcomes. Through thoughtful dialogue, data‑informed decision‑making, and a steady commitment to union values, he works to advance conditions that empower educators and professional staff while enhancing the overall student experience.

Representing the interests of faculty and professional members in union governance and policy deliberations.

Professional Development Chair
Oversee the Professional Development Committee for Professionals, supporting growth opportunities, training initiatives, and resource expansion for professional staff across the college.
Advocated before the Board of Trustees, the governing body of City Colleges of Chicago Community College District No. 508, for a second remote day and telework flexibility. City Colleges of Chicago currently operates seven accredited colleges located throughout Chicago.
In December 2025, Mr. Palencia addressed the Board of Trustees, delivering remarks that highlighted the need for expanded work‑life balance and modernized workplace practices. In his statement, he advocated for the adoption of a second remote work day for eligible employees and increased telework flexibility, emphasizing how these measures support productivity, retention, and the well‑being of faculty and professional staff while also strengthening student success by ensuring consistent, high‑quality student services and more responsive academic support structures.
